13 ထိုညဉ့်အခါ ငါသည် အာရုံပြု၍၊
လူသားနှင့် တူသောသူတဦးသည် မိုဃ်းတိမ်ကိုစီးလျက်၊ အသက်ကြီး သော သူ၏အထံတော်သို့

14 အရပ်ရပ်တို့၌နေ၍

are stirring up the sea from all directions to create turbulence, presumably
representing strife (e.g., Rev. 7:1). Great Sea. The Mediterranean
(e.g., Num. 34:6–7; Josh. 1:4; Ezek. 47:10, 15, 19–20), representing the
turbulent human environment from which the human empires arise (compare Is.
17:12; Rev. 17:15).

7:4 lion, and had eagle’s wings. Just as Babylon
was earlier represented by gold, the most noble metal (chap. 2), it is
symbolized here by a combination of the most noble carnivorous animal and bird:
the lion and the eagle. a man’s heart was given to it. This depiction
of Babylon receiving characteristics of a human being and becoming less like a
wild animal of prey could reflect the experience of oppressive Nebuchadnezzar,
who became humane and more intelligent when he humbled himself before God
(chap. 4). Compare Ezek. 11:19; 36:26.

lopsided stance reflects the unequal power between the older Median and younger
but stronger Persian sides of the Medo-Persian Empire (compare 8:3, 20). The
three ribs seem to represent the bear’s victims (such as Lydia, Babylon, and
Egypt, which Medo-Persia conquered).

Macedonian/Greek Empire divided into four kingdoms after he died (Macedonia,

7:7 a fourth beast, dreadful and terrible. This
monster is not like any species of animal that Daniel could identify. Its teeth
are of iron, the strong and crushing metal that symbolized the fourth kingdom
in chap. 2 (v. 40): Rome. ten horns. In symbolic usage in the Bible,
horns represent power against enemies (Deut. 33:17; 1 Sam. 2:1, 10; 2 Sam.
22:3, etc.). Here the ten horns are connected to Rome. In Dan. 8 we will see
that horns on a symbolic animal represent powers that make up an empire (8:3,
20) or parts into which the empire can split (8:8, 21–22). The vast Roman
Empire was made of many parts, into which it divided after the city of Rome
fell to the barbarians in A.D. 476, as Dan. 7:24 predicted (compare 2:41–43).

7:8 a little one. As the youngest horn, it starts
out small, but grows greater than the other horns (v. 20; compare
8:9—literally, “a horn from smallness”). before whom three of the first
horns were plucked out. The rise of the little horn power after the breakup
of the Roman Empire involves the fall of three other post-Roman powers (see
7:24). eyes like the eyes of a man, and a mouth speaking. Discernment
and communication like those of a human being (compare v. 4). pompous
words. Boastful speech against the Most High God Himself (compare v. 25;
for “Most High” as God, compare 3:26; 4:2, etc.). The little horn power is not
only proud; it has a strong religious agenda and is blasphemous.

opened. This heavenly court, over which God Himself presides, responds to
the challenge posed by the “little horn.” Books are records that are relevant
for determining the verdict and indicate that each case is carefully

7:13 One like the Son of Man. A person like a human
being approaching the throne of God in heaven to receive God’s eternal kingdom
on planet Earth (compare 2:44). This must be Christ, the divine Son of God
(Matt. 26:63–64; 27:54; Mark 1:1), who also spoke of Himself as the Son of Man
and is coming to earth again to set up His eternal kingdom (Matt. 16:27;
19:28). By itself the expression “son of man” can refer to an ordinary human
being (Ezek. 2:1, 3, 6, 8), but the person in Dan. 7 is special. When Christ comes
to earth a second time, His kingdom will already have been determined in terms
of the people who belong to it (Matt. 25:31–46; Rev. 22:11–12). So the judgment
in heaven that determines human destinies (Dan. 7:9–14) is before Christ’s
Second Coming (compare Rev. 14:6–7). Notice that Dan. 7:13 distinguishes
between two divine personalities belonging to the holy Trinity: Christ the Son
approaches the “Ancient of Days,” who must be God the Father (compare Matt.
6:9; 7:21; 28:19).

7:22 judgment was made in favor of the saints of
the Most High. Two opposing human parties are judged: God’s faithful
people and a rebellious little horn power that attacks them (vv. 21, 25). The
verdict is in favor of God’s true people, who receive His kingdom as subjects
of Christ, but against the “horn.” Because the “saints” are also judged, the
“books” opened in v. 10 must also record what they have done. This happens
before the kingdom is established. “Saints” means “holy ones.” For more on this

7:25 times and law. God’s times and law. It
would not be prophetically significant for the little horn power to attempt to
change human times and laws, for that is commonly expected in a struggle for
worldly dominion. The conflict described here is between earth and heaven. The
little horn intends to change God’s times and law, most clearly seen in His Ten
Commandments. One obvious illustration of God’s “times” is His Sabbath. Any
attempt by an earthly power to change God’s Sabbath is an attempt to change
God’s law, the heart of which is the Sabbath itself. The little horn’s attempts
to change times and laws are not ultimately successful. On the permanency of
the SABBATH, see Mark 2:28; Rev. 14:7, 12. For more on the SABBATH, see Ex.
20:8–11. a time and times and half a time. Also mentioned in 12:7 and
Rev. 12:14. Understood to mean 3 1/2 times or 3 1/2 prophetic years. A
prophetic year equals 12 months of 30 prophetic days each, or 360 prophetic
days. The 3 1/2 prophetic years, also referred to as 42 months (Rev. 11:2;
13:5) or 1,260 prophetic days (Rev. 11:3; 12:6), correspond to 1,260 years (for
the year-day equivalency, see Num. 14:34; Ezek. 4:4–6). Thus, the time
predicted for the ruthless reign of the little horn is 1,260 years. Historicist
interpreters generally date this from A.D. 538 to 1798 (see Rev. 11:2; 12:6,
14).

condemnation of the little horn (7:11). This scene of JUDGMENT (see vv. 9–14,
22) corresponds chronologically to the cleansing of the sanctuary in 8:14.
